Who recruits for data center construction in Phoenix?

Amundson Group recruits the construction leaders who build data centers in Phoenix: superintendents, project managers, project engineers, MEP coordinators and commissioning leaders for the general contractors and trade partners working across the West Valley and Mesa. We are a construction-only recruiter headquartered in Houston, veteran-owned and named to the Inc. 5000 in 2024 and 2025.

We recruit only for infrastructure and industrial-scale builders: data center, heavy civil, site development, paving, rail, tunnels, wastewater and underground utilities. We do not place commercial, multifamily or energy roles. That keeps our network inside the field talent pool Phoenix campuses compete for.

Phoenix data center construction in 2026: the numbers

  • About 1.7 GW under construction, with 442 MW absorbed in the first half of 2026 (JLL, August 2026).
  • More than 260 MW of colocation absorbed in the first half of 2026, with three colocation projects due in the second half (CBRE, H1 2026).
  • More than 10,600 MW of data center projects planned statewide (Arizona Corporation Commission, April 2026).
  • +6,800 construction jobs in Phoenix-Mesa-Chandler from August 2025 to August 2026, up 4% (AGC).

Where the work is

Hyperscale development is moving to West Valley submarkets such as Avondale and Buckeye, and Mesa has a multi-building campus on Elliot Road (Metro Phoenix Alliance; AZ Big Media; AZBEX).

In May 2026, a five-building, 240 MW campus worth more than $3 billion broke ground in Avondale, with its first three 48 MW buildings already preleased (Metro Phoenix Alliance). In January 2026, a proposed West Valley project of two buildings of about 1 million square feet each, with its own power plant, was awaiting county and state approvals and aiming to start construction in the third quarter of 2026 (AZBEX, January 2026).

Power and policy in 2026

At an April 2026 state workshop, Arizona Public Service and Salt River Project recommended a new rate for extra high load factor customers, a bring-your-own-power policy and upfront financial support from data center customers (Arizona Corporation Commission).

The June 2026 state budget froze the data center sales and use tax exemption for three years, through 2029, and a new law adds reporting requirements for utilities that connect data centers to the grid (Arizona Capitol Times, July 2026). CBRE describes the change as a 36-month moratorium on the incentive (CBRE).

What it means for hiring in Phoenix

Phoenix added 6,800 construction jobs in a year, and data center sites still compete with other large projects for the same superintendents and project managers. At an April 2025 industry event, one executive called Phoenix the most competitive construction labor market in the country, and another pointed to shortages of superintendents, project managers and field staff (Bisnow, April 2025).

Pay follows the shortage. In our 2026 read on Phoenix, Dallas and Atlanta, Phoenix was the pay leader of the three metros for data center superintendents. For current ranges by role, see our construction salary guide.

The roles we place on Phoenix data center builds

  • General superintendents, superintendents and assistant superintendents
  • MEP and electrical superintendents
  • Project executives, senior project managers and project managers
  • Electrical project managers and project engineers
  • MEP coordinators and commissioning managers
  • Schedulers, estimators and preconstruction leads
  • QA/QC managers and safety managers

Superintendents who have run a live hyperscale campus from start to finish are the narrowest pool in Phoenix, followed by electrical superintendents and commissioning managers.
