Heavy civil project manager pay moves mainly on project size and complexity, sector (highway, bridge, underground utilities, data center, rail), years of experience, DOT exposure, and whether the role requires travel or relocation. A PM running one small county job is paid differently from one running a nine-figure program with bigger bonus upside. The vehicle package also changes the total: many contractors pay a monthly truck allowance plus fuel and maintenance, or provide a company truck, on top of base salary and bonus.
