Florida Construction Market Trends 2025

Florida’s construction market has its own profile: shaped by a retiree-driven senior living boom, rising demand for healthcare facilities, and accelerated investment in infrastructure. From Miami to Orlando, Tampa to Jacksonville, the Sunshine State is building at pace.

Florida Commercial Construction: Senior Living and Healthcare in Focus

Among the biggest shifts is the surge in senior living projects, a direct response to Florida’s expanding retiree population. New developments and expansions are scattered across the state, with large-scale investments such as the $78 million Village on the Isle expansion in Venice, highlighted by the Business Observer, showing the scale of demand.

Healthcare is another focal point. According to the Business Observer, $1.7 billion is being invested in hospitals and acute-care facilities across the state. Projects span from the Panhandle to Miami, ensuring Florida can keep pace with its fast-growing and diverse population.

While multifamily projects have slowed, activity in K-12 schools, healthcare, and senior living remains strong — sectors that directly reflect Florida’s demographic trends.

Heavy Civil & Site Development

The I-4 Ultimate Project was the state’s largest-ever highway investment, but Florida’s infrastructure pipeline didn’t stop there. Through the Moving I-4 Forward Program, the Florida Department of Transportation (FDOT) accelerated major improvements along one of Central Florida’s busiest corridors, moving the completion date up by five years.

Elsewhere, work continues under the I-4 Beyond the Ultimate Project, with new segments around ChampionsGate and World Drive already underway at a cost of roughly $2.5 billion.

Population growth adds further pressure. Between 2020 and 2023, Florida grew by 5.1%, with the Greater Orlando Metro Area leading the charge. That pace has created demand for new communities, utilities, and site development expertise, particularly utility foremen, who are now central to ensuring projects keep pace.

Here are a few highlights from Florida 2025 data:

  • Chief Estimator: $130k–$140k (4–6 years), $150k (7+ years)
  • Senior Estimator: $120k–$125k (4–6 years), $140k (7+ years)
  • Senior Superintendent: $125k–$135k (4–6 years), $150k (7+ years)
  • Foreman: $72.8k–$91k (4–6 years), $104k (7+ years)
  • Project Manager: $100k–$115k (4–6 years), $130k (7+ years)

Florida’s salary landscape reflects its project mix. Foremen wages show the weight of site development, especially around Orlando’s expansion. Senior Superintendents and Estimators trend slightly lower than in Texas; a sign of the different scale and complexity of projects in each market.

For employers, benchmarking prevents delays when offers don’t hit the market.
For professionals, it provides leverage to negotiate fairly and make career decisions with confidence.
