How AG supported tunneling, marine, and highway builds on the $3.9B HRBT expansion.
The Setup
Flatiron Corporation, through the HRCP joint venture, took on the Hampton Roads Bridge–Tunnel (HRBT) Expansion Project. At $3.9B, it’s the largest infrastructure job in Virginia’s history.
With new highway corridors, marine bridge structures, and an immersed-tube tunnel system, the project demanded a deeply specialized workforce to execute safely and on time.

The Problem
Flatiron needed to staff three highly technical segments of the job:
- Tunneling with TBM operations
- Bridge-over-water construction
- VDOT-aligned highway delivery
Internal and external recruiters struggled to consistently source candidates with the depth of experience required. Add to that the complexity of a multi-partner JV approval process, and the hiring challenge only intensified.
That’s when Flatiron brought in Amundson Group.

We coordinated closely with Flatiron’s executive team, JV partners, and field leadership to deliver a targeted hiring strategy:
