The Role
Our client, a self-performing contractor with deep expertise in federal and healthcare real estate, is seeking an Executive Vice President of Development & Construction to lead their government solutions division. This is a strategic leadership position overseeing the full lifecycle of GSA, VA, and medical facility projects from site selection through delivery. You will report directly to the President and serve as a key ambassador to federal agencies, municipalities, and industry partners across the East Peoria and Oak Brook markets.
What You Will Run
You own the entire development pipeline: site identification, proposal preparation, entitlements and zoning coordination, design oversight, construction management, and project delivery. Your responsibilities include:
- Leading federal development pursuits (EOI/RLP) and managing proformas, budgets, and feasibility analyses
- Interfacing with municipalities and regulatory agencies to secure permits, zoning approvals, and licenses
- Directing predevelopment and construction activities to deliver projects on schedule and within budget
- Overseeing consultant and contractor procurement, including RFP development and contract negotiation
- Managing development budgets and collaborating on cash flow forecasts and financial reporting
- Serving as primary liaison with federal agencies, elected officials, consultants, and internal leadership
- Supporting property management and operations teams post-delivery for warranty and capital improvement needs
What It Takes
- 10+ years in healthcare and/or governmental real estate development and construction management
- Proven track record delivering healthcare and government facility projects
- Strong background in GSA, VA, or federal lease-driven projects
- Experience managing complex projects from site selection through construction completion
- Expertise in development budgeting, entitlements coordination, and construction delivery methods
- Demonstrated ability to lead high-performing teams with accountability and collaboration
- Executive-level communication skills and comfort engaging with C-suite and public officials
- Bachelor’s degree in Construction Management, Engineering, or related field
- Willingness to travel approximately 50% of the time
- Greenfield development experience is a plus
Compensation
$225,000 to $300,000 per year, commensurate with experience.
