## Underground infrastructure, defined

Underground infrastructure is the buried network of pipes, conduits, cables, vaults and structures that lets buildings, roads and entire communities function. It is the work that happens below grade before anything visible goes up: the water main that feeds a subdivision, the storm drain under a new highway, the duct bank carrying fiber into a data center campus. In construction terms, underground infrastructure covers both the installation of these buried systems and the ongoing maintenance, relocation and replacement of them.

A simple way to think about it: if it carries water, power, gas, data or waste and it sits below the surface, it is underground infrastructure.

## Wet utilities and dry utilities

Contractors and engineers usually split underground work into two families based on what flows through the system.

- **Wet utilities** move liquids. This includes potable water mains, sanitary sewer lines, storm drainage, force mains, manholes, lift stations, detention systems and culverts. Wet utility work is where civil, site development and wastewater contractors spend much of their time.
- **Dry utilities** move energy and information. This includes electrical distribution, natural gas lines, telecommunications, fiber, conduit and concrete-encased duct banks. Dry utility work is a growing share of site packages, driven in large part by data center and rail projects that need heavy electrical and fiber capacity.

Most site development jobs include both. A crew may set a sewer manhole in the morning and pull conduit for a transformer pad in the afternoon.

## The work that goes into building it

Underground infrastructure is rarely just “laying pipe.” A typical scope includes:

- Utility locating and potholing to confirm what already exists below grade
- Excavation, trenching and grading to design line and elevation
- Shoring and trench protection to keep crews safe in open cuts
- Dewatering when groundwater or storm runoff enters the trench
- Pipe and conduit installation, including bedding and joint work
- Relocations and tie-ins to existing live systems
- Pressure testing, mandrel testing and inspection
- Backfill, compaction and surface restoration

Because this work sits beneath roads, buildings and other utilities, sequencing is everything. A missed elevation or a damaged existing line can stall an entire site, which is why experienced superintendents and foremen are so valued on underground crews.

## Why underground infrastructure matters in 2026

Underground work is the first phase of nearly every heavy civil, site development, data center, rail, tunnel and wastewater project in the country, and the labor market behind it is tight. Per BLS figures cited in AGC’s 2026 workforce analysis, U.S. construction had roughly 251,000 job openings and 8.36 million employees in August 2026, with construction unemployment at just 3.1%. In the 2026 AGC/NCCER workforce survey, 87% of firms reported open hourly craft positions and 82% reported open salaried positions, and 42% of contractors said shortages among their own employees or subcontractors had already delayed projects.

For owners and contractors, that means the schedule risk on an underground package is often a people problem before it is a material or permit problem.

## Who builds underground infrastructure

The teams that deliver underground work include superintendents who run the field, project managers who own budget and schedule, project engineers who manage submittals and RFIs, estimators who price the scope, schedulers who sequence it against vertical and paving trades, and foremen and skilled trades who put pipe and conduit in the ground. Pipe crews, equipment operators and utility foremen are among the hardest positions to fill, and the 2026 AGC/NCCER survey found that 88% of hiring firms said craft roles were at least as difficult to fill as the prior year.

## How Amundson Group fits

## Frequently asked questions

### What is the difference between wet and dry utilities?

Wet utilities carry liquids: potable water, sanitary sewer, storm drainage, force mains, manholes, lift stations, detention systems and culverts. Dry utilities carry energy and information: electrical distribution, gas, telecommunications, fiber, conduit and concrete-encased duct banks. The distinction matters on a job site because the two families use different materials, different testing methods and often different subcontractors. Most site development projects include both, and sequencing them correctly against grading, paving and vertical construction is one of the core responsibilities of an underground superintendent or project manager.

### Is underground infrastructure the same as site development?

Not exactly, but they overlap heavily. Site development or land development covers everything needed to make raw land buildable, including clearing, grading, utilities and paving. Underground infrastructure is the buried utility portion of that work, plus the deeper systems that serve highways, rail, tunnels, wastewater plants and data centers. A site development contractor almost always performs underground work, but underground infrastructure also appears in heavy civil and tunnel projects that are not tied to a single development site. Amundson Group recruits across all of these sectors.

### What construction roles are involved in underground infrastructure?

Underground projects rely on superintendents, project managers, project engineers, estimators, schedulers, foremen and skilled trades such as pipe crews and equipment operators. Field leadership is especially important because the work happens in open trenches around existing live utilities, where a single elevation mistake can shut down a site. Per the 2026 AGC/NCCER workforce survey, 87% of firms reported open hourly craft positions and 82% reported open salaried positions, so experienced underground talent is in short supply. Amundson Group places these roles for civil, site development, data center, rail, tunnel and wastewater contractors nationwide.

### Does Amundson Group recruit for underground utility contractors?

Yes. Amundson Group is a Houston-headquartered, veteran-owned construction recruiting firm that serves heavy civil, site development and land development, data center, rail, tunnel and wastewater contractors across the country. Underground utility work is central to several of those sectors. To date we have made 1,200+ construction placements for 250+ construction companies, drawing on a network of 90,000+ construction professionals, and we average 7 hours from job intake to first qualified resume. Amundson Group does not place commercial, energy or oil and gas roles.
