## What civil site work means

Civil site work is the horizontal construction that turns raw or redeveloped land into a buildable, drained and fully served pad. It covers everything from the property line to the building footprint: clearing and demolition, erosion control, mass excavation and grading, underground utilities, stormwater systems, paving, curb and gutter, site concrete and final stabilization. In plain terms, civil site work is what must be finished before a foundation can be poured, and what must perform correctly so the finished property drains, connects and carries traffic for decades.

The term is used interchangeably with site development and sitework. On private projects it is usually self-performed by a site contractor or subcontracted by a general contractor. On public work, the same scopes appear inside highway, rail, water and wastewater programs, which is why civil site skills transfer so readily into heavy civil.

## The typical scope, in sequence

- Survey, staking and SWPPP installation, including silt fence, inlet protection and a stabilized construction entrance
- Clearing, grubbing and demolition of existing structures or pavement
- Mass excavation, cut and fill, and proof rolling to reach subgrade
- Underground utilities: storm drainage, sanitary sewer, water lines and conduit for dry utilities
- Detention and retention ponds, outfall structures and retaining walls
- Fine grading, building pad certification and base course
- Curb and gutter, sidewalks, site concrete and asphalt or concrete paving
- Striping, signage, landscaping and final site stabilization

Sequence matters because each phase closes a window for the next. A missed utility crossing discovered after paving is one of the most expensive errors on a site, which is why utility coordination and as-built accuracy are core competencies for site superintendents and project engineers.

## Civil site work versus heavy civil

Civil site work and heavy civil share equipment, crews and means and methods, but they differ in owner and scale. Heavy civil generally means public horizontal infrastructure: highways, bridges, interchanges, rail and large earthwork, often built to state DOT specifications. Civil site work generally serves a private owner or developer and ends where vertical construction begins. The people move freely between the two. A grading superintendent from a highway widening can run a large land-development program, and an estimator who prices DOT unit-bid work can price a lump-sum site package.

## The roles that make civil site work run

- Site superintendents and general superintendents who sequence crews, subcontractors and inspections
- Project managers and project engineers who own budget, submittals, change orders and owner coordination
- Estimators who take off earthwork quantities, price utilities by the linear foot and read soils reports
- Schedulers who tie weather, permits and utility tie-ins into a workable baseline
- Utility and pipe foremen, grade foremen and paving foremen
- Skilled trades: excavator and dozer operators, GPS grade checkers, pipelayers, concrete finishers and field surveyors
- Construction executives: operations managers, division leaders and vice presidents of construction

## The 2026 hiring picture for civil site work

Per Bureau of Labor Statistics data for August 2026, construction posted 251,000 job openings against a 3.1 percent unemployment rate, the lowest in the 26-year series, which means every open site superintendent seat is competing for talent in the tightest construction labor market that series has recorded. The same BLS release put construction employment at roughly 8.36 million, with about 22,000 jobs added in the month, up from 213,000 openings in August 2025.

The AGC/NCCER 2026 workforce survey found that 87 percent of firms had open hourly craft positions and 82 percent had open salaried positions. Among firms that were hiring, 88 percent said craft roles were at least as hard to fill as the year before, and 87 percent said the same of salaried roles. Per AGC’s 2026 survey, 42 percent of contractors reported project delays caused by shortages of their own or their subcontractors’ workers. ABC estimates the industry needs roughly 349,000 additional workers in 2026 to meet demand.

Inside civil site work specifically, the tightest categories are experienced field leadership, underground utility crews, estimators and self-performing earthwork talent. Demand is strongest on highway and infrastructure programs, data center campuses, water and wastewater projects and large land-development work.

## Frequently asked questions

### What is civil site work?

Civil site work is the horizontal construction that prepares a parcel for vertical building and makes it function afterward. It includes clearing and demolition, erosion control, mass excavation and grading, underground storm, sanitary and water utilities, detention ponds, retaining walls, fine grading and pad certification, curb and gutter, site concrete, paving and final stabilization. It is performed by site contractors on private developments and by heavy civil contractors inside public highway, rail, water and wastewater programs. The scope runs from the property line to the building footprint and must be substantially complete before foundations are poured.

### How is civil site work different from heavy civil construction?

The two overlap in crews, equipment and methods, but they differ in owner and scale. Heavy civil usually means public horizontal infrastructure such as highways, bridges, interchanges, rail and major earthwork, built to state DOT specifications and often bid on unit prices. Civil site work usually serves a private owner or developer, is often bid lump sum and ends where the building starts. Because the technical skills are the same, superintendents, estimators and operators move between the two regularly, and recruiters who work heavy civil also recruit civil site talent.

### What jobs does a civil site work contractor hire for?

The core salaried seats are site superintendents, project managers, project engineers, estimators and schedulers, with operations managers and division leaders above them. In the field, contractors hire utility and pipe foremen, grade foremen, paving foremen, excavator and dozer operators, GPS grade checkers, pipelayers, concrete finishers and field surveyors. In 2026 the hardest seats to fill are experienced field leadership, underground utility crews, estimators and self-performing earthwork talent. Amundson Group recruits every one of these roles for civil and site development contractors nationwide.

### How tight is the labor market for civil site work in 2026?

Very tight. Per Bureau of Labor Statistics data for August 2026, construction had 251,000 job openings and a 3.1 percent unemployment rate, the lowest in the 26-year series. The AGC/NCCER 2026 workforce survey found 87 percent of firms with open hourly craft positions and 82 percent with open salaried positions, and 42 percent of contractors reported project delays tied to worker shortages. ABC estimates the industry needs about 349,000 additional workers in 2026. For civil site contractors, that means moving fast on qualified candidates and benchmarking pay against current market data rather than last year’s offers.
